7:00 p.m        NOTICE OF INTENT – Lots 6 Bullard Estates Subdivision Casa Builders – Kenneth Strom recused himself.  Julie Venincasa was present. At the August 1, 2012 meeting the Applicant was asked to have their Engineer determine if the detention basin was functioning as designed.  The Applicant submitted a letter from Graves Engineering stating that the creation of a berm shown on the definitive site plan will prevent runoff from entering Carlson/DCR property.   There was tree die-off upgradient from the pond and downgradient from the basin.  The Commission asked if the basin was discharging as designed.  Matthew Kennedy informed the applicant that a solution cannot wait until the final design is completed.  Luke Boucher stated he felt the pond was discharging faster than intended.  Matthew Kennedy asked the Applicant to come with answer on how to direct runoff to the pond and to determine if the basin was discharging as designed, the item was continued to the October 3, 2012 meeting.  

EXTENSION OF TIME – NOTICE OF INTENT Bullard Estates Definitive Subdivision DEP File #183-446 Casa Builders The item was continued to October 3, 2012.  

Kenneth Strom returned to the meeting.

NOTICE OF INTENT – Lots 1 & 2 Chapin Road Boisvert – Jason Dubois was representing the applicant.  DEP comments required the filing of a 401 Water Quality Permit requiring the applicant  meet new stream crossing standards for the driveway culvert crossing on Lot  1.  The Commission requested greater detail on the wetland replication areas, the Applicant proposed the removal of 16” of topsoil and replace it with hydric soils to the existing grade, the Commission requested the grading be lowered to ensure the area holds water, details should be provided for the next meeting.  The Commission did not have issues with Lot 2 but suggested continuing the hearing because a small portion of the Lot 1 culvert crossing is located on Lot 2 and revisions may expand on the area of disturbance. The hearing for both Lots were continued to October 3, 2012.

CERTIFICATE OF COMPLIANCE DEP File #183-559 Lot 1A 337 Wachusett Street C.B. Blair Builders Grading of Rear Yard  The Applicant was issued an Order in June, 2012 for the placement of fill to expand  the backyard of a single family home.  The work has been completed and the Applicant has requested a Certificate of Compliance.  The Commission voted to keep the Order open to ensure the ground remains stabile through the Winter thaw.  

Kenneth Strom made a motion to adjourn, Mike Scott seconded the motion, the motion passed 4-0, all in favor.  The meeting adjourned at 8:00 p.m.
